Union Home Minister Amit Shah arrived in Srinagar on Saturday as part of his three-day visit to Jammu and Kashmir. This is the Union Home Minister’s first visit to Jammu and Kashmir on August 5, 2019, following the repeal of Article 370, which has a special status. Amit Shah repealed Article 370 with a single blow and also repealed 164 laws in Jammu and Kashmir. Not only this, the people of Jammu and Kashmir should get the benefits of the central government schemes so that 138 laws have been partially or mainly changed. Only then will the Central Government pave the way for the implementation of 170 laws in Jammu and Kashmir. That ‘light’ began to fade for those who ruled Jammu and Kashmir as soon as the CBI launched its probe into the Rs 25,000 crore land scam.
Most of the laws that came into force after 2019
As long as there are ‘Articles 370’ and 35 (a) in Jammu and Kashmir, most of the Central Government laws are not enforced here. Many schemes implemented by the Central Government do not cater to the people here. Since August 5, 2019, more than 170 central laws have come into force in Jammu and Kashmir. These include the Right to Education, the Management and Welfare of Parents and Senior Citizens Act 2001, the National Commission for Minorities Act and the Benefit of Women, Children and the Disabled. The right to fair compensation and transparency in land acquisition, the law has also been implemented in Jammu and Kashmir. Apart from this, the state minister has also made changes in the pay law. The State Legislature Pension Act 1984 was repealed. Extensive changes have been made in the policy of residence.
Outsiders can also buy land

After the change of the rules, the cultivable land could not be used for non-agricultural purposes except in some cases. Husbands of local women who have married in other states outside Jammu and Kashmir can also get a certificate of residency here. After this, they got many other facilities. Now they can also buy property in J&K. Like other local people, they also have the right to submit applications for government jobs. The decision is expected by locals to be a big success.
Roshni Act scam exposed
Changes in residence policy were also made in Jammu and Kashmir after the repeal of Article 370. If someone lives in the Union Territory for 15 years and reads for seven years, the persons who have appeared for the 10th and 12th board examinations and their children will also be given a certificate of residency here. The Jammu and Kashmir State Land Act 2001, dubbed ‘Roshni’, is now giving sleepless nights to many party leaders and former bureaucrats. The then Farooq Abdullah government enacted the law to raise funds for hydropower projects. According to Roshni law, the ownership of the land must be given to its unauthorized occupants on the condition that the value of the land be paid at market price. The cutoff value is determined by the 1990 guidelines. Farmers who occupied government land were given ownership rights over agriculture. This law has been amended twice. The CAG report in 2014 revealed shocking facts. According to the Roshan Act, the government owes Rs 25,000 crore, but only Rs 76 crore is credited to the exchequer. The CBI is now probing the case as per the directions of the Jammu and Kashmir High Court. Politicians and former officials who acquired lands by whipping their families, relatives and businessmen through the ‘Roshni’ Act have now been handed over to the investigating agency.
